The flag is Flag Romeo. Nato ships use it during replenishment at sea operations (RAS). Now other navies use as well this military code. When Romeo is at the dip= I am ready to come alongside (like here on the foto). When Romeo is closed up= I am coming alongside. When alongside they shoot lines across and haule in heavier rigs and/or fuelhose
